Can ChatGPT or Claude use these design tools directly?
Yes. Communication Designer exposes an MCP server, so agent clients that support the Model Context Protocol can list the tools, start a playbook, poll its progress and read the signed-in user's credit balance.
Authentication runs through OAuth against the platform account, so an agent acts as a specific user and spends that user's credits — there is no anonymous agent access.
Rate limits per user are 60 calls per hour and 500 per day, which keeps a misbehaving agent loop from draining a balance.
